Mr. Chavez is Strategic Consultants Group Founder and Team Principal. Prior to founding Strategic Consultants Group in 2019, Mr. Chavez was Senior Advisor, Air & Missile Defense (AMD) Foreign Military Sales (FMS) Programs, to the United Arab Emirates Air Force & Air Defense (AFAD) from 2009 - 2019. Mr. Chavez provided advice and assistance to AFAD Senior Leadership in the oversight of US Army AMD and Missile Defense Agency FMS Programs; his primary focus was on PATRIOT and the Terminal High Altitude Area Defense (THAAD) System. Mr. Chavez was a key AFAD intermediary with US Government (USG) AMD program managers. 

Mr. Chavez possess over 35 years of security assistance, logistics, and programmatic leadership experience within the defense industry, as a US Army soldier and Chief Warrant Officer, and as a senior federal civilian working within AMD international programs. Mr. Chavez possesses extensive Middle East / North Africa FMS expertise to include broad knowledge in program development, financial management, weapon systems lifecycle management, engineering services, SA policy and regulatory guidelines, as well as extensive hands-on knowledge in Lower & Upper Tier AMD weapon systems fielding.  This includes AMD Homeland Defense and Deployed Forces strategic and tactical support planning.

As an active-duty soldier, Mr. Chavez served in Air Defense units in Germany and throughout the United States. After his direct appointment to Chief Warrant Officer, Mr. Chavez served at battery and battalion maintenance officer positions. Mr. Chavez left active duty in 1980 and began his career with the US Army Missile Command (MICOM). Positions within which he served include Missile Maintenance Technician (responsible for advising tactically-deployed US Army Air Defense units in Europe and the United States on operations and maintenance)(1981-1988); Chief, MICOM Egypt Liaison Office, Cairo (FMS HAWK Program in-country manager)(1988-1991); Chief, AMCOM PATRIOT Field Office, Saudi Arabia (FMS PATRIOT in-country manager)(1991-1997); and Chief, Saudi Air Defense Branch, SAMD, AMCOM (overall Saudi Program Manager – PATRIOT / HAWK / ADCCS)(1997-2006). Mr. Chavez also served as a Security Assistance Analyst, Defense Security Cooperation Agency, Office of the Secretary of Defense, and Special Assistant to the Chief, US Military Training Mission to Saudi Arabia. Upon his retirement in 2006, Mr. Chavez accepted the position of Vice President, International Operations, Madison Research Division, KRATOS Defense & Security Solutions (2006-2009).

Mr. Chavez received his undergraduate degree from National American University. He performed Master’s coursework at Florida Institute of Technology. Mr. Chavez also attended Harvard University, Kennedy School of Government, as a Senior Executive Fellow. Among his awards, Mr. Chavez received the Department of the Army Superior Civilian Service Award for his accomplishments in introducing and fielding PATRIOT to the Royal Saudi Air Defense Forces.
